About this Toolkit
UCLA Latino Policy and Politics Institute (LPPI) presents the Women Small Business Policy Toolkit, a resource for advancing equitable entrepreneurship in California. Latina and women-owned businesses are vital to economic growth yet face persistent barriers to capital, networks, workforce supports, and disaster preparedness. Grounded in research from The Economic Recovery & Entrepreneurship Project (TEREP), including a 2023 statewide phone survey and the 2025 Latina and Black Women Entrepreneurs Policy Forum, the toolkit combines data with lived experience to elevate the voices of entrepreneurs. It highlights evidence, actionable strategies, and community-led solutions across four critical areas: access to capital, disaster resilience, workforce development, and mentorship.
